Este artículo analiza la reorientación del perfil de la política cultural del Estado
mexicano tras la creación del Consejo Nacional para la Cultura y las Artes
(CONACULTA) durante la presidencia de Carlos Salinas de Gortari. Dicha
reorientación y sus resultados son observables a través de los programas y formas
de operación del Fondo Nacional para la Cultura y las Artes (FONCA), creado en
1989, los cuales introdujeron un mecanismo hasta antes inédito para el estímulo
a la creación y difusión cultural: las becas asignadas a los artistas mediante fondos
concursables. Mecanismo que, desde entonces, se constituyó en un eje rector de
la política cultural en México.
