Este trabajo analiza la celebración de elecciones municipales en el Perú en el
contexto de la guerra civil que enfrentó al gobierno provisorio liberal del general
Ramón Castilla con las fuerzas conservadoras sublevadas del general Manuel
Ignacio de Vivanco entre noviembre de 1856 y marzo de 1858. Se argumenta que
estas elecciones no fueron afectadas directamente por el conflicto bélico, pero
en cambio, estuvieron ocasionalmente condicionados por un discurso
“guerracivilista”. Al activarse esta retórica, se llegó a cuestionar el funcionamiento
de los municipios, como fue el caso de la alcaldía de la ciudad de Lima acusada
de conspiradora.
