Ante la actual pérdida de hegemonía del Partido Revolucionario Institucional, el autor plantea una serie de interrogantes en torno a la historia política, nacional y estatal. Se pregunta, por ejemplo, ¿Cómo llegamos al régimen de partido dominante? o ¿Qué sucedía antes de que en el México posrevolucionario tuviéramos la figura avasalladora y centralizadora del PNR, PRM o PRI? Con objeto de responder a los anteriores cuestionamientos, revisa la legislación electoral de Michoacán de 1914 a 1920 e identifica las principales disposiciones que tuvieron que ver con pa1tidos políticos y procesos electorales. A manera de conclusión señala que no obstante que se tuvo cuidado en contar con la legislación adecuada, fueron evidentes los fraudes electorales y la manipulación del voto.
