Durante el siglo XVII -resultado del fortalecimiento de la burguesía en Inglaterra, Holanda y Francia surgieron contradiciones intereuropeas, por la conquista de los mares y la redistribución de las colonias. Aventureros procedentes de esos países penetraron en el Caribe en busca de metales preciosos y rapiña. Bucaneros y filibusteros franceses realizaron sus actividades depredatorias, utilizando como base de operaciones la isla Tortuga (la Tortue ). Asimismo, desde allí incursionaban en el occidente de Santo Domingo, colonia española.
